Mark Alexander Milley, Chairman of the Joint Chiefs of Staff, made a secret phone call to the Chief of Staff of the Central Military Commission, General Lee. "We have no intention of launching a military attack against China. If we do attack China, we will inform you in advance. It will not be a surprise attack.
